What Is the MPI Winter Tire Program?
Manitoba Public Insurance (MPI) offers a low-interest financing program to make winter (or all‑terrain) tires more affordable. You can finance up to $2,000 per vehicle at a rate of prime + 2%, and spread your payments over 1 to 4 years.
The program doesn’t just cover tires — it can also finance:
approved winter tire rims
mounting and balancing
tire pressure monitoring systems (TPMS)
studding (within limits)
seasonal tire storage (if included in the initial purchase)
wheel alignment, valve stems, and applicable shop supplies
Who Is Eligible?
To qualify:
You must be an MPI customer (for personal, non-business vehicles).
The vehicle must be registered in your name.
Your MPI account must be in good standing with no outstanding arrears or financing restrictions.
You should not already have a Winter Tire Program loan on that vehicle.
How to Apply for the Program
Visit a Participating Tire Retailer
Go to any tire shop that participates in MPI’s Winter Tire Program, such as Penner Auto Body.
Look for winter tires with the mountain snowflake symbol. These meet MPI’s approved standards. We are happy to put together a couple of quotes for you to help you decide on the best tires for your vehicle and budget.
Provide Documentation
Bring your Manitoba driver’s licence or ID and your vehicle registration to the shop.
At the shop, you will choose:
a loan term (1–4 years)
a monthly payment date
You’ll also pick how to pay: use your existing MPI account banking or provide new payment info.
Sign the Loan Agreement
At the tire shop, you’ll sign:
a promissory note
a preauthorized payment agreement
the loan terms (interest rate, repayment schedule, etc.)
There is a one-time $4 administration fee per loan, which is added to the financed amount.
Loan Authorization & Disbursement
The retailer sends your signed application to your Autopac agent.
Once processed, your agent will mail you the payment schedule and loan details.
Your first payment is withdrawn one month after the loan is processed, and then monthly.
Be aware: if your monthly payment date is close to when the loan is set up, you might see two withdrawals in the first month.
